Rules
General Rules and Regulations
1. All entries are made with the distinct understanding that the
Fulton County Fair Association is not responsible for any loss
or damage which may occur to any animal, article, or person
during the fair. Care will be used in handling livestock to
prevent injury to man or beast, but the above mentioned
organization and it’s board members or volunteers will not be
responsible should an accident occur.
2. All entries must be made in the name or names of owner or
owners of animals and articles. All livestock exhibitors, if
called upon, must show proof of ownership of not less than 60
days before the date of showing and owners of registered animals
must present registration certificates, or proof thereof, if
called upon.
3. The open division will include all adult entries. The youth
division includes exhibitors age 12 and under and the junior
division is age 13-18 years of age. Exhibitors, age 13-18, who
are married will exhibit in the adult division. Youth and junior
exhibitors will use the same classes as adults but will not be
judged with the adult entries.
4. Exhibitors in the Creative Arts Department must be residents
of Fulton County, belong to a 4-H club or Extension Homemaker
Club in Fulton County, or attend school in Fulton County.
Livestock exhibits are open to out-of-county exhibitors. An
entry fee of $10.00 per animal will be charged to out-of-county
exhibitors. Poultry and rabbit exhibitors will not be accepted
from out-of-county exhibitors.
5. All disputes and misunderstandings shall be settled by the
chairman of the department in which they occur or by the Fulton
County Fair Board Executive Committee.
6. Judging of all exhibits will be by competent judges in their
respective departments. No person who is a relative of any
exhibitor will be allowed to judge their entry. Judges will be
from outside Fulton County.
7. Premium checks will be available by September 10th . They
should be picked up at the Fulton County Extension Office no
later than September 30th. Exhibits removed before the official
check-out time will forfeit all premium money. Premiums will be
paid on a point basis. The value of the points will be
determined by the number of entries. Premiums will be paid from
the records from each department. The judges’ decision will be
final. All premium checks should be checked before November 30,
2010 or they will be void.

8. All livestock must be entered by July 30, 2010. The
Fulton County Fair is now set up to take online entries and will
accept online entries from June 1st to July 30, 2010. Go
to the Fulton County Fair website
www.fultoncountyfair.org and follow the link for online
entries. Paper entries will also be accepted. An entry form is
available on the website, at the fair office or at the Fulton
County Extension Office. Be sure that all information
(Department, Division, Class is on entry form. Failure to do so
could result in not receiving premiums. All entries will be
entered in the computer before the fair opens. To request a
paper entry form, call 870.895.5565 or email
fultoncountyfair@centurytel.net. Out-of-county livestock
fees should be mailed to the Fulton County Fair Assoc., Post
Office Box 910, Salem, AR 72576 by August 1st.
9. Livestock exhibitors must furnish feed, feed troughs, and
water containers for their animals.
10. Only purebred, pureblood (one purebred parent) livestock or
animal equal to Breed Association Herd Book quality are admitted
to the fair. (Poultry, rabbits and commercial and market classes
are exempt).
11. All disputes and misunderstandings shall be settled by the

12. All livestock must be handled by the owners or their
authorized representative. Any animal that is not exhibited
before the judge, unless granted permission, is automatically
disqualified. All livestock must be halter broke or show in pen
classes.
13. Health regulations are printed in the fair tabloid and on
the Fulton County Fair website and are issued by the Livestock &
Poultry Commission. Health certificates are required. In the
event a disease is detected, the owner will be asked to remove
the animal from the fair. In case of dispute, fair officials
will have authority to call a veterinarian at the expense of the
owner. The Fulton County Fair Association reserves the right to
have a blood and urine laboratory analysis made for any market
animals at the county fair. Any exhibitor administering a drug
to an animal which would render the carcass unfit for human
consumption or any exhibitor of an animal producing an analysis
indicating the presence of an unapproved drug that can result in
a quantitative or qualitative change in the characteristic of
the animal will be required to return all premium money and
could be banned from further competition at the county fair.
Their name and lab analysis will be submitted to the USDA for
further investigation and possible prosecution. Any animal
receiving medication for any life threatening disease or illness
must be registered at the time they are entered in the fair.
14. Livestock entries will be limited to two animals per class
per exhibitor with the exception of goats and sheep. Goats and
sheep will be limited to four animals per junior exhibitor and
two animals for open (adult) exhibitors because of space
limitations.
15. All Fulton County 4-H club and FFA members who make
livestock entries will be eligible to compete for the
Showmanship Awards and will not compete against out-of-county
exhibitors. Judging will be on their ability to handle the
animal, grooming of the animal, and conduct and appearance of
the showman.
16. Fulton County youth exhibitors will be eligible to compete
for the Don Crawford Award. This award will be awarded to the
youth exhibitor earning the most points in the livestock
department. Fulton County youth are eligible for the Herdsman
Awards. These awards will be presented to youth who do the best
job of taking care of their animal (s), keeps their pen or stall
clean during the fair, and shows leadership in helping the
superintendent and other exhibitors.

17. All creative arts exhibits should be entered by July 30,

18. Check-in times for all exhibits except Flowers, Floral
Arrangements, Field Crops and Horticulture, and Baked Items are:
Friday, August 6th from 12:00 noon to 6:00 p.m.
Saturday, August 7th from 8:00 a.m. to 1:00 p.m.
Check-in time for Flowers, Floral Arrangements, Field Crops and
Horticulture and Baked Products is Monday, August 9th from 8:30
to 10:30 a.m.
19. There will be 3 divisions for the Creative Arts Departments:
Youth – age 12 and under; Junior – age 13 – 18; and Adult – age
19 and over.
20. The article must be made by the person exhibiting it.
21. No article previously exhibited at the Fulton County Fair or
any other county fair may be entered. Exhibits can only be
entered in only one county fair.
22. All exhibits will be judged on the Danish system (unless
noted otherwise) and will receive Blue, Red, and White ribbons.
Blue ribbons will be worth 3 points, red ribbons 2 points, and
white ribbons 1 point unless otherwise indicated. Champion
awards will be given in each department as indicated for youth,
juniors and seniors. Cash awards will be awarded for points
earned. No cash awards will be given for the Champion awards.
23. Only one item per class may be entered by each individual
24. The individual earning the most points in the adult and
junior or youth departments will be awarded a $50.00 Savings
Bond sponsored by the Fulton County Extension Homemakers Council
and by the Southfork Antique Gallery. In addition, a special
cash award will be given to the club or organization in the
junior/youth and adult divisions whose members have the most
points. Club membership should be designated on Entry Form.
Members may only designate one club.
25. Soiled and damaged items will not be accepted.
